Each triple generations of human rights includes rights which their respect and guarantee is emphasized at the regional and international level beyond the domestic spheres of countries. In a situation where the human rights classification plan has been seriously criticized, to the extent that it is viewed with skepticism about the third generation of human rights, the fourth generation and even the fifth generation of human rights have been spoken of. In this article, after explaining the context of the fourth generation plan, based on the views of law professors and researchers, the concept and scope of the fourth generation law has been discussed. According to the research, the fourth generation of human rights plan is not an unscientific and baseless idea, and some law professors and researchers — especially in recent years — emphasize the need to identify a new generation of human rights. The main context and reason for the formation of this concern among legal researchers is the necessity of preserving human dignity in the present era, which is undoubtedly the most important feature of technology's rapid growth and transformation in communication. In this way, the fourth generation of human rights can be considered as a legal complex that aims to support human dignity in scientific research and against the new technologies. The framework of the fourth generation of human rights has not yet been defined precisely, neither in terms of the explanation of legal principles, nor in terms of the exact definition of the issue, nor in terms of determining the right owners and its officials is not accurately defined and generally there is no agreement about the instances of these rights
