This study was conducted with the aim of formulating management strategies for Iran’s indigenous social networks with a focus on public opinion. The research employed a mixed-method design, including a qualitative phase (thematic analysis) and a quantitative phase (survey questionnaire). In the qualitative section, 12 professors and public opinion experts were examined through in-depth interviews until theoretical saturation was achieved. In the quantitative section, 388 citizens over the age of 18 who were members of indigenous social networks in Tehran, from five different districts, were studied using multistage sampling. Qualitative findings indicated that indigenous social networks benefit from advantages such as security, privacy, cultural compatibility, and ease of access. Factors influencing user engagement included trust in data security, content and feature localization, and ease of use. Potential capacities of these networks were identified as targeted content production, intelligent algorithms, multimedia tools, and cultural and social campaigns. Proposed strategies included improving infrastructures, supporting content creators, and providing media literacy training for users. Quantitative analysis using Pearson correlation test showed that variables such as effective communication, trust-building, needs recognition, and foreign filtering policies had a significant relationship with user acceptance, although the impact of filtering was assessed as moderate. The final proposed model consists of five key components that can contribute to strengthening digital independence, preserving cultural identity, and reducing social harms.
