Modeling Interactive Communication for Public Policy Implementation: Identifying Employee Participation Components

Abstract
Objective: “The idea of ​​employee engagement has spawned a vast international industry of press, consultants, and professional publications that encourage managers to find new ways to engage their employees as a way to increase organizational performance. Considering the importance of this issue, the purpose of this research was to identify the components of the model of employee participation in the implementation of public policy.
Methods: The current research is qualitative in terms of its nature, in terms of the library and field study, based on the research objective, it is fundamental and in terms of the time of data collection, it is cross-sectional. Also, the interview data analysis method is based on foundation data. The statistical population consisted of two parts, the first part included experienced managers as well as university professors and researchers, and the second part included scientific documents, books, reports and scientific articles at the national and international level
Results: In the current research, after interviewing 15 people, theoretical saturation was achieved, based on which the number of 4 main codes and 12 core codes representing the components of employee participation in the organization were identified. Also, the number of 90 open codes was determined, which was reduced to 54 after the merger. The most important findings of the research after a detailed review of the domestic and foreign literature and background and conducting interviews with experts and experts in related fields is to identify the components of the model of employee participation in the implementation of public policy. According to the findings of the research and comparison with the researches that are mentioned in the background of the research, the findings of the research were identified in four dimensions (structural factors, economic factors, behavioral factors, environmental factors).
Conclusions: In this research, an attempt was made to identify the components of the model of employee participation in the implementation of the public policy with a comprehensive view, so that it can be exploited and used by those interested and researchers in this field, because according to the use of efficient participation, Facilitated the establishment of a cooperative management system according to the implementation by using the outlines and the process of establishment.
