اهمیت رسانه های محلی درعصردیجیتال با تاکید براقدامات حقوقی شورای اروپا

چکیده
هدف: انقلاب دیجیتال و پیشرفت تکنولوژی‌های نوین اطلاعات و ارتباطات، دگرگونی‌های ساختاری عمیق جوامع را در پی داشته و موجبات بهبود کیفیت زندگی انسان‌ها و تقویت حقوق و آزادی‌هایشان را فراهم آورده امام در مقابل اما خطر ریسک‌های بی‌سابقه پدیدار شده، به طوری که بخشی از حقوق و آزادی‌های افراد را با تهدید جدی مواجه ساخته است. به دلیل تغییرهای چشمگیر افق‌های سیاسی، اقتصادی و رسانه‌ای و همچنین تغییر رفتارهای مخاطبان، رسانه‌های محلی و منطقه‌ای برای ادامه فعالیت خود با مشکل مواجه شده‌اند. با این وجود در سال‌های اخیر، توجه خاص به جایگاه رسانه‌های محلی و منطقه‌ای افزایش یافته است. به نظر می رسد سه چالش، شرایط کاری نامطمئن، ایمنی خبرنگاران محلی و منطقه‌ای، و منابع محدود برای ارتقاء مهارت و آموزش روزنامه‌نگاران، به ویژه در زمینه نوآوری‌های دیجیتال مرتبط با روزنامه‌نگاری محلی و منطقه‌ای وجود دارد که مورد توجه قرار می‌گیرند. شورای اروپا، به تازگی در سال 2023 در گزارش خود به رسانه‌های محلی و منطقه‌ای، اهمیت و جایگاه آنها پرداخته که در این نوشتار با توجه به وضعیت فعلی و تحولات عصر دیجیتال در معرفی پلتفرم‌های مختلف رسانه‌ای، تجربیات بین‌المللی برای شناسایی سیاست‌ها و شیوه‌های سیاست‌گذاری در حوزه رسانه‌های محلی در توصیه‌نامه‌ها و گزارش‌های شورای اروپا مورد بررسی قرار گرفته است.
روش: در این پژوهش با استفاده از نمونه گیری نظری هدفمند وب سایت شورای اروپا برای دریافت اسناد و مدارک موردنیاز انتخاب شده است و اسناد مرتبط با موضوع از طریق موتورهای جستجوی وب سایت به دست آمده است.
یافته ها: یافته‌های این پژوهش نشان می‌دهد که دستیابی به یک محیط رسانه‌ای محلی و منطقه‌ای شکوفا نیازمند تلاش های مشترک و هماهنگ سطوح مختلف دولت و ذینفعان است. دولت‌ها باید سیاست های جامعی داشته باشند تا اطمینان حاصل شود که رسانه‌های محلی و منطقه‌ای نقش‌های مهم سیاسی و اجتماعی خود را ایفا می‌کنند و کیفیت روزنامه‌نگاری محلی را تقویت می‌کند. گزارش مورد بررسی نیز نشان می دهد که در مقایسه با رسانه های ملی، رسانه‌های محلی و منطقه‌ای از نظر مالی و مهارتی آسیب‌پذیرتر هستند.
نتیجه گیری: براساس این تحقیق، دولت‌ها باید ابتکارات مشترکی را تسهیل کنند که به چالش ها می پردازد یا نوآوری را در رسانه‌های محلی و منطقه‌ای ترویج می‌کند. این می‌تواند شامل ارائه کمک های مالی، مشوق های مالیاتی، مشارکت ذینفعان، تبادل دانش و ظرفیت سازی، شبکه سازی و بسترهای مشارکت باشد. درگیر کردن انواع ذینفعان، مانند نهادهای حرفه ای صنفی، مقامات محلی، دانشگاه ها و مدارس در توسعه رسانه‌های محلی مهم است. یارانه ها برای ارتقای چشم‌انداز رسانه‌ای متنوعی که نیازهای اطلاعاتی جوامع را تامین می‌کند، مهم هستند. از سویی نیز حمایت از روزنامه‌نگاری تحقیقی، توسعه مدل‌های تجاری قابل دوام برای روزنامه‌نگاری فرامحلی و روزنامه‌نگاران آزاد، حمایت از انتقال نشریات چاپی به محیط دیجیتال، ایجاد حضور دیجیتالی برای افراد کوچک به‌ویژه رسانه‌های محلی، توسعه مهارت‌های روزنامه‌نگاری و برنامه‌های آموزشی و سواد رسانه‌ای برای اتاق‌های خبر، تقویت اخلاق و اصول روزنامه‌نگاری، توسعه مهارت های تجاری دست اندرکاران رسانه متناسب با اقتصاد دیجیتال، از جمله مهارت های سنجش و تحلیل مخاطب، یا حمایت از توسعه فناوری های جدید برای اتاق های خبر از جمله توصیه ها به دولت‌ها برای حمایت از رسانه‌های محلی است.

The Importance of Local Media in the Digital Age with Emphasis on Legal Measures of the Council of Europe

Objective: The digital revolution and the advancement of new information and communication technologies have precipitated profound structural transformations in societies, enhancing the quality of life and reinforcing individual rights and freedoms. Concurrently, however, unprecedented risks have emerged that seriously threaten certain rights and freedoms of individuals. As a result of significant shifts in political, economic, and media landscapes, alongside evolving audience behaviors, local and regional media have encountered considerable difficulties in sustaining their operations. Nevertheless, in recent years, renewed attention has been directed toward the role and significance of local and regional media. It appears that three primary challenges are currently under consideration: precarious working conditions, the safety of local and regional journalists, and limited resources for improving journalistic skills and training - particularly in the realm of digital innovations relevant to local and regional journalism.
Method: The Council of Europe recently addressed the importance and status of local and regional media in its 2022 report. In light of the current situation and developments in the digital age concerning the proliferation of diverse media platforms, this article examines international experiences with the aim of identifying policies and policy-making practices in the field of local media, as reflected in the recommendations and reports of the Council of Europe. For this study, the Council of Europe website was selected as the data source using purposive sampling, and relevant documents were retrieved through the website's search engine.
Results: The findings of this study indicate that achieving a thriving local and regional media environment necessitates joint and coordinated efforts across different levels of government and among various stakeholders. Governments are expected to adopt comprehensive policies to ensure that local and regional media fulfill their important political and social roles while simultaneously strengthening the quality of local journalism. The report further demonstrates that local and regional media are more vulnerable than national media in terms of financial resources and professional skills.
Conclusions: Based on this research, governments should facilitate joint initiatives that address existing challenges or promote innovation in local and regional media. Such initiatives may include the provision of financial assistance, tax incentives, stakeholder participation, knowledge exchange and capacity building, and the establishment of networking and partnership platforms. Engaging a diverse array of stakeholders - including professional bodies, local authorities, universities, and schools - is essential to the development of local media. Subsidies play a crucial role in fostering a diverse media landscape that meets the information needs of communities. Furthermore, the following are among the key recommendations to governments for supporting local media: supporting investigative journalism; developing viable business models for transnational journalism and freelance journalists; facilitating the transition of print publications to the digital environment; establishing a digital presence for smaller players, particularly local media; enhancing journalism skills and training, as well as media literacy programs for newsrooms; strengthening journalistic ethics and principles; developing business skills appropriate to the digital economy - including audience measurement and analysis capabilities - and supporting the development of new technologies for newsrooms.
