نقش ارتباطات در تاب‌آوری شهری در برابر بیماری های پاندمی (مورد مطالعه: شهر همدان)

چکیده
هدف : این پژوهش با هدف تعیین نقش ارتباطات و اخبار و شاخص‌های کلیدی تاب‌آوری شهر همدان در برابر اپیدمی‌ها و پاندمی‌ها تدوین شده است.
روش: روش تحقیق حاضر، توصیفی-تحلیلی با ماهیت کاربردی است.
یافته ها : در مرحله نخست، با مرور نظام‌مند ادبیات نظری و تجربیات عملی،مجموعه‌ای جامع از شاخص‌های بالقوه تاب‌آوری در پنج بعد اصلی نهادی-مدیریتی، اقتصادی، اجتماعی-فرهنگی، کالبدی-زیرساختی و بهداشت و درمان استخراج گردید.در مرحله دوم، با استفاده از ابزار پرسشنامه و پیمایش نظرات جامعه نخبگان و متخصصان شهری همدان میزان اهمیت و ارتباط بین شاخص ها سنجیده شد. پایایی پرسشنامه با استفاده از ضریب آلفای کرونباخ تأیید گردید. برای تحلیل داده‌ها و اولویت‌بندی ابعاد و شاخص‌ها از آمار توصیفی (میانگین و انحراف معیار) و آزمون فریدمن و برای بررسی روابط بین ابعاد از ضریب همبستگی اسپیرمن استفاده شد.
نتیجه گیری : تحلیل‌ها نشان داد که تاب‌آوری شهر، محصول یک دوگانگی ارتباطی بین سیستم‌های رسمی شکننده و شبکه‌های غیررسمی انطباق‌پذیر بود. در حالی که ارتباطات نهادی و دولتی از ناهماهنگی، تأخیر و عدم شفافیت رنج می‌برد و به فرسایش اعتماد عمومی منجر شد. شبکه‌های اجتماعی، کسب‌وکارهای کوچک و نهادهای محلی با اتکا به سرمایه اجتماعی و استفاده خلاقانه از ابزارهای دیجیتال، نقش مهمی در انطباق و بقای سیستم شهری ایفا کردند. این پژوهش با ارائه یک مدل مفهومی بومی و مجموعه‌ای از توصیه‌های راهبردی، به دنبال پر کردن شکاف میان سیاست‌گذاری و عمل و ارتقای عملی تاب‌آوری همدان در برابر بحران‌های سلامت در آینده است.

Objective: This research was conducted to determine the role of communications, news media, and key resilience indicators in the city of Hamadan with respect to epidemic and pandemic crises.
Method: This study employs a descriptive-analytical method and is applied in nature.
Results: In the first phase, a comprehensive set of potential resilience indicators was extracted across five principal dimensions - institutional-managerial, economic, socio-cultural, physical-infrastructural, and health and medical - through a systematic review of theoretical literature and practical experiences. In the second phase, the significance and interrelationships among these indicators were assessed using a questionnaire administered to a sample of urban elites and specialists in Hamadan. The reliability of the questionnaire was confirmed through Cronbach's alpha coefficient. Descriptive statistics (mean and standard deviation) and the Friedman test were employed for data analysis and prioritization of the dimensions, while the Spearman correlation coefficient was applied to examine the relationships between dimensions.
Conclusions: The analysis revealed that urban resilience is the product of a communicative duality between fragile formal systems and adaptive informal networks. While institutional and governmental communications suffered from inconsistency, delays, and a lack of transparency- thereby eroding public trust - social networks, small businesses, and local institutions played a vital role in the adaptation and survival of the urban system by leveraging social capital and the creative use of digital tools. By providing a localized conceptual model and a set of strategic recommendations, this research seeks to bridge the gap between policymaking and practice, ultimately enhancing Hamadan's practical resilience against future health crises.
